Minnesota Legalizes Recreational Marijuana

Minnesota legalizes recreational marijuana use for adults, effective August 1, 2023! Governor Tim Walz signed into law a bill allowing marijuana possession for people 21 and older, expunging marijuana conviction records and creating a new regulatory plan for the substance. Under this new law, Minnesota residents will be allowed to use, possess and grow marijuana plants at home for personal use. Dispensaries will be allowed to begin licensed cannabis operations.

The new law in Minnesota comes after decades of advocacy. It passed mostly due to the support of Democrats, however, there was some bipartisan support with some Republicans voting in favor of cannabis legalization.

Marijuana Legalization in the U.S.

Minnesota joins 22 other states plus the District of Columbia to legalize personal possession and use of cannabis. Interestingly, proponents of this legislation did not emphasize tax revenue. Instead, they pointed out the disparity of legal treatment of racial minorities and the wasted law enforcement resources surrounding outdated marijuana laws. Additionally, they point out that enforcement efforts have failed and that people continue to purchase and use cannabis products, regardless of the laws in effect.
